Reclamation or Revitalization: The Dirty Game

Recently, the terms ‘Reclamation’ and ‘Revitalization’ are often heard in Bali.

The word ‘Reclamation’ is becoming popular since the planned reclamation project of Benoa Bay featured in mass media in 2012. Since then, it has brought pro and con, and it became a hot topic in every discussion in bale banjars (meeting halls) in all parts of Bali.

The protest against the project can be seen in big signs in the town or village corners. On the other hand, some people tried to show their support to the project, by making signs as well. But instead of using the word ‘reclamation’, they use the word ‘revitalization’ and they put signs as well, especially in some town corners.

The Balinese were confused. They who were against the project, then turn to support. But there are some people who are consistent in against the project. Pro and con keep going. According to the parties who are against the project, ‘revitalization’ is only to hide the ‘the reclamation plan’ as they will keep filling the bay. On the other hand, the ones who agree with the project say that ‘revitalization’ is good for economy.

Reclamation and revitalization become new term and strange for the Balinese. According to Main Indonesian Dictionary, ‘reklamasi’ (reclamation) means a work or effort to develop unused or dry area to be a productive area by drying it. On the other hand, ‘revitalisasi’ means a process, an effort to revitalize an area.

As the term ‘reklamasi’ becomes controversial, then they change the issue by changing the term to ‘revitalisasi’. It happens that the government or the related parties play with words to achieve their goals. Another example of this is when they use the words ‘the raising price of oil’ to ‘price adjustment of oil. Other example is when the businessmen use the term ‘dirumahkan’ (rest at home) when they fire their workers.

‘Euphuism’ applied by the government has proved very effective in cooling down any opposition against the raising of oil price. It is similar what the businessmen do to when they fire their workers. However, when condition in the community has changed as people are more and more educated, euphuism doesn’t work anymore. The people become understand that behind the ‘polished; it will be the same in implementation. From the example above, euphuism is not more than just a trick in achieving a goal.

We clearly can see that ‘euphuism’ is being used in the word ‘reklamasi’ and ‘revitalisasi’. When ‘reklamasi’ is strongly opposed, they use the word ‘revitalisasi’ which give impression of ‘empowerment’ without ruining the environment, economically it will give benefit. Of course they want to receive a kind of approval. But when they say ‘revitalisasi’, but in the implementation they diminish the mangroves, ruin the sea biota life, then what it is difference from ‘reklamasi’? What a dirty trick.
